Anyone can download and use Kretase's WHMCS/Blesta modules — that part is free and open. A certificate here means that specific provider's deployment was additionally reviewed and accredited by the Kretase Core Team. No certificate doesn't mean anything is wrong with a provider — it just means they haven't gone through accreditation.
